President Clinton launched the Clinton Foundation’s Climate Initiative (CCI) in August 2006 with the mission of applying the Foundation’s business-oriented approach to the fight against climate change in practical, measurable and significant ways. Announced in May 2007, the Energy Efficiency Building Retrofit Program (EEBRP) is CCI’s first major climate change program. CCI is working with 40 of the world’s largest cities (www.c40cities.org) and their leading private building owners to promote the wide-scale adoption of scalable, low-cost business models for energy efficiency projects in existing buildings. In Latin America, the C40 partner cities are: Bogota, Buenos Aires, Curitiba, Lima, Mexico City, Rio de Janeiro, Santiago and Sao Paolo. The EEBRP will be assisting public and private-sector building owners to launch large-scale building efficiency projects to reduce the carbon footprint of existing buildings.

We seek a candidate that is motivated by the climate change mission and experienced in energy services project development and procurement. An ideal background would include buying or selling energy services, including strategic sourcing and procurement, supplier relationship management, project management, and service contracting. Knowledge of the energy services supply chain, capital budgeting and building systems technology is desirable, but not required. Energy Services Project Development Managers must be able to work collaboratively with CCI colleagues over great distances, willing to travel extensively, and operate independently.

Job Description:

The Energy Services Project Development Manager will work in partnership with CCI local city staff to originate and manage EEBRP projects in the Latin American C40 cities. This person will be responsible for working with local City Directors to identify and approach government, institutional, and private building owners to educate them about the program, remove project barriers and facilitate project action. In addition, this person will work with other CCI and external technical resources to support building owners in all aspects of planning of EEBRP projects, including creating compatible energy services procurement processes, drafting and reviewing international tender and contract terms and conditions, recommending processes for selecting vendors and evaluating vendor performance. The Energy Services Project Development Manager is expected to have an understanding of the energy services procurement process in order to provide or source technical training for planning and implementation of energy efficiency projects.

The Energy Services Project Development Manager will also advise CCI staff supporting project development on the overall assessment of client needs, including identifying and overcoming organizational, legal, financial barriers to large-scale building efficiency project implementation. The Energy Services Project Development Manager will leverage and work closely with EEBRP industry and professional partners to deliver this support.

Key Responsibilities:

* Work with CCI City Directors to identify, develop, and manage EEBRP projects in Latin American C40 Cities
* Assess projects for technical support needs in all areas of energy services procurement, including creating and reviewing project and contract documentation, sourcing and qualifying vendors, and performance evaluation and identifying and deploying CCI or external resources to support projects where needed.
* Build a local technical support team including experts in specific skills (such as legal, engineering, architectural, etc.)

Skills:

* Minimum of 10 years experience and a proven track record in the business and project development of energy services
* Experience with energy services procurement processes in the public or private sector
* Ability to handle multiple tasks simultaneously, set priorities, meet deadlines
* Background in working with senior management and / or government officials
* Strong collaborative skills including; diplomatic and negotiation skills; demonstrated ability to navigate complex processes with multiple players and achieve consensus
* Willingness to travel as needed
* Fluency in English and Spanish required, Portuguese a plus

Experience and Education:

A related degree and/or job experience in business and project development of energy services or building technology. A graduate business degree is desirable.

ClimateWorks is a new global philanthropic network organized to win the battle against climate change.
Its goal is to ensure that global average temperatures do not increase by more than 2o C – a threshold many scientists describe as a dangerous tipping point. ClimateWorks’ method is to work in the top-emitting nations to build low-carbon energy policies and to reduce the rate of deforestation in the world’s largest, most threatened tropical forests.
To carry out its goals, ClimateWorks will develop a network of institutions with two broad archetypes: Regional Climate Foundations and Best Practice Networks. The Regional Foundations will drive campaign-style grant making steeped in the local context and politics, like the existing Energy Foundation and China Sustainable Energy Program, in each of our priority countries/regions – U.S., Europe, China, India, and Latin America.

The Best Practice Networks (BPNs) are to be vehicles for collecting, developing and distributing sector-specific best practice information and assistance to key decision makers globally, with an emphasis on our priority countries/regions. Up to ten BPNs are envisioned in total, including: vehicle and fuel standards; transportation and urban systems; building codes; appliance standards; utility reform; industrial efficiency; and, carbon capture and storage.

ClimateWorks seeks two highly skilled and motivated Program Officers in the areas of Energy Efficiency and Transportation to provide institutional development and sector-based strategy support for the ClimateWorks Network. The Energy Efficiency Program Officer will focus on design and implementation of building codes, appliance standards and utility reform to incentivize demand-side management. The Transportation Program Officer will focus on design and implementation of vehicle efficiency standards and low carbon fuel standards, and the design of transportation and urban systems which aid mobility while reducing car use.

These Program Officers will provide support to the ClimateWorks sector-based Best Practice Networks as well as the Program Officers focused on these sectors residing at the ClimateWorks Regional Foundations.
Most immediately, the Program Officers will help build new or expand existing institutions to serve as the Best Practice Networks including the development of strategic plans, operational plans, staff and governance plans and mechanisms which increase the organizations access to and impact in influencing key decision-makers. Over time, the Program Officers will provide support to the entire network on these topics, helping to develop and refine sector-based strategies and research, convene key decision-makers to increase the understanding of and commitment to implementing energy and transportation policies, and facilitate exchange between internal and external groups to uncover and address new issues within the sectors.

-Primary Duties and Responsibilities

More specifically, the Program Officer will:
Work with external organizations and/or experts to develop or establish institutions to serve as ClimateWorks’ Best Practice Networks, including the development of strategic and operational plans, hiring of staff, establishing Boards of Directors, setting up new offices, establishing partnerships with other relevant organizations, and providing outreach to the decision-makers these Networks will be looking to influence;
Oversee a grant portfolio and budget (approximately $10 million to start) for the Best Practice Networks to accomplish targeted policy goals, as well as providing guidance to and monitoring of the portfolio of grants managed by the Regional Climate Foundations;
Solicit, review, and recommend strategic plans for funding;
Write dockets for board consideration;
Monitor the impact of individual grants;
Maintain relationships with the ClimateWorks Network, grantees, other funders, and other experts and leaders in the field;
Initiate strategy calls and meetings as needed;
Engage directly in the field as needed; and,
Help prepare compelling proposals and reports for the ClimateWorks Foundation’s funding partners and broader stakeholders.

-Professional Qualifications and Personal Attributes

The successful applicant will have the following minimum qualifications:
A deep commitment to the mission and values of the ClimateWorks Foundation.
Extensive experience in building new institutions or programs, including the development of strategic and operational plans, hiring staff and developing Boards of Directors, and building organizational partnerships.
At least five to seven years’ experience in the fields of energy or transportation policy, either in policy development or execution.
Comfort with qualitative and quantitative energy and transportation policy analysis.
A strong track record of applying sound political and strategic judgment in complex situations.
Experience in working or living abroad, particularly in developing countries.
An insightful, independent analytic mind.
Strong facilitation, convening and negotiation skills.
Experience negotiating with government officials or business leaders.

Greenhouse gas emissions from transportation are a significant part of the
US GHG footprint. World Resources Institute's Climate and Energy team
consists of over 35 staff working to bring ideas into action to protect the
planet and stabilize the earth's atmosphere. The U.S. must begin managing
its emissions immediately if the world is to reach a global climate change
agreement in 2009. WRI, as a Washington-based think tank, builds
partnerships with academic institutions, civil society, businesses and
governments at all levels to create policy options and design for change.

WRI and UC Berkeley will work together to provide snapshots of the emissions
profiles of fuels and fuel policies. This quantitative analysis will be
depicted visually/graphically and will be written up in "policy brief"
format. The goal is track progress towards a reduced climate footprint from
fuels policies and technology. An analogy can be found in WRI's "A
Comparison of Legislative Climate Change Targets in the 110th Congress"
which charts emissions reductions from different cap and trade proposals (
http://www.wri.org/publication/usclimatetargets#).

The candidate should have an interest and understanding of a variety of
factors driving transportation emissions - he/she should be willing to
engage a variety of individual and institutional analytical approaches and
modeling assumptions. Familiarity with modeling approaches for fuel GHG
performance is important, and strong communications skills and ability to
work independently is essential.

WRI's climate and energy team seek to complement existing energy technology
and federal policy staff with a set of research and analytical tasks that
can help frame and bound a policy dialogue on approaches and trade-offs with
fuels policies in conjunction with UC Berkeley. WRI will also seek to
integrate lessons from this analysis with broader climate and transportation
issues addressing a variety of transport/climate links including
transportation funding and cap and trade design. This work will focus on
one part of the broader effort to engage in a more comprehensive approach to
transportation emissions - there is potential for follow-on work and
research.

FIXED TERM APPOINTMENT OF THREE TO FIVE YEARS

We are looking for a Desk Officer who will prepare and conduct regular reviews of national energy policies for IEA Member countries. The position is located in the Country Studies Division of the IEA's Long-term Co-operation and Policy Analysis Office and the selected candidate will work under the supervision of the Head of Division.

Job Duties

1. Overview

• The Desk Officer manages nearly all aspects of the IEA's reviews of the energy policies of the IEA's 27 Member countries. Desk officers may also be involved in reviews offered to Non-member countries. Each desk officer manages about two in-depth reviews per year, and the reviews cover all policies relating to energy, including energy markets, the environment, energy efficiency, supply and demand. The reports consist of factual background and analysis, critiques of existing policies and recommendations to the governments for improvements. These reports provide both technical information to experienced policy makers and stakeholders and general information and analysis for non-experts and are published as books by the IEA. The Desk Officer also provides on-going policy analysis for assigned countries and performs other duties as necessary.

2. Analysis and drafting

• Draft most chapters of the report, which include general explanations, quantitative and qualitative analysis, critiques and evaluations.

• Write speeches for the IEA Executive Director and press releases for press conferences.

• Monitor, on a continuing basis, all developments relating to energy matters in the countries assigned.

• Participate in the preparation and writing of an annual general report on the status of all Member countries' energy and environmental policies based on the findings of the individual country reviews and additional information as needed.

• Monitor and analyse cross-cutting activities (including developments in Non-Member countries) and assist in the formulation of national and international policy proposals to facilitate the achievement of agreed IEA energy policy goals.

• Contribute to the work of other IEA divisions where it covers specific aspects of the assigned countries.

• Prepare all policy briefing materials for country review visits.

3. Liaison and outreach

• Establish and maintain good contacts with national delegations to the OECD, with administrations of Member countries and major Non-member countries, energy industry representatives and other energy interests.

• Work closely with other IEA staff and country administrations during the preparation, drafting, printing and release stages of the review, and with the office of the IEA Executive Director in the preparation of the press conference that launches the review.

• Manage and support the expert teams conducting in-depth reviews of the IEA Member countries before, during and after the review (these teams include both IEA staff and outside experts).

• Manage and participate in team visits to countries under review. Schedule and co-ordinate meetings with government and industry in these countries to cover all aspects of their energy sector.

• Manage logistics and travel co-ordination for country reviews and serve as contact point for team members.

• Travel with the Executive Director to press conferences that launch country reviews and provide policy guidance and support during discussions with government officials and the press.

4. Other

• Perform a number of general tasks in the country review process, in particular preparation of questionnaires to be completed by national administrations for the review of specific energy policy areas or for examination of the overall energy policy, handling of statistical questions and advising on scheduling and composition of review teams.

• Participate in specific projects of the Office as required.

Qualifications: education, experience, communication and languages

1. Education, experience and skills

• A University degree in energy economics or in a relevant discipline. Post-graduate qualifications would be an advantage.

• Three to five years' energy and energy policy experience either in government, an international organisation or the private sector.

• Expertise in one or more energy sectors (e.g. electricity, fossil fuels, energy efficiency and/or renewables) or broad energy knowledge. Facility and interest in working in all energy sectors.

2. Key competencies

• Excellent writing ability, both for long technical and analytical reports and short memos.

• Competency in co-ordination among government agencies and various interest groups.

• Very good ability to handle and analyse statistics.

• Capacity to work individually and in a team, as well as under pressure and on long-term projects.

• Experience managing diverse teams would be an advantage, including both managing logistics and building consensus.

• Very good command of Microsoft Office.

3. Communication and OECD official languages

• Ability to express thoughts clearly and succinctly, both orally and in writing, with colleagues and with those outside the Organisation.

The Indian state of Maharashtra is at a crossroads. Its people endure frequent electricity blackouts due to a booming energy demand that far outpaces energy production. One solution is to build more coal-fired power plants, which are among the chief greenhouse-gas-emitting culprits of climate change. Another solution takes a different approach: reduce electricity demand, and the need for more power plants, by implementing energy-efficiency measures. The latter choice may have an edge, thanks to a Memorandum of Understanding (MOU) facilitated by Berkeley Lab scientists that aims to export California's lessons in adopting energy efficiency strategies to the state of Maharashtra. Maharashtra leads India in energy consumption.

BAQ 2008 Young Voices Award on Urban Air Pollution and Climate Change Clean Air Initiative for Asian Cities (CAI-Asia) encourages new thinking and approaches to deal with the problems of urban air pollution and climate change in Asia. So far, traditional approaches used in dealing with these problems have not produced enough results nor are seen to create significant impacts in the future. It is therefore important to consult with the next generation of air quality and climate changes policy makers, experts and managers. The 2008 Young Voices Award on Urban Air Pollution and Climate Change (the Young Voices) will be handed out for the first time at the Better Air Quality (BAQ) 2008 workshop, which will be held from 12-14 November 2008 in Bangkok, Thailand (see www.baq2008.org). Eligible for the Young Voices award are full/part - time students currently enrolled at Universities or Colleges in an academic degree (undergraduate or advanced degree) program in a subject that is of relevance to urban air pollution and climate change in Asia. The maximum age at the time of BAQ 2008 (12-14 November, 2008) is 25 years. There is no geographical restriction on participation in this competition and students from all over the world can participate. The award committee will however consider the ideas submitted for their relevance for Asia. If applications are submitted on behalf of a group the application form should clearly indicate who the person is who will present at BAQ 2008 if the awards committee selects the submission as one of the winners.
